Professional Experience:
Phibian is an Infrastructure Finance and Financial Management Expert with 21 years of international experience in sub-Saharan Africa, British, European Union , Canadian, USA, and Australian finance systems. For 16 years , Phibian worked as a Consultant for World Bank(STC) , World Bank projects, Ernst & Young Chartered Accountants, SAP – AG software, COMESA, His roles included finance manager , project coordinator , advisor and public finance specialist. He work portfolio was up to US$400 million in the infrastructure sector and in Zimbabwe, he handled projects total in excess of US$1 billion per annum inclusive of defense sector. He has worked for the Road Sector in Ethiopia, Liberia and Zimbabwe. In the latter he was in charge of the country procurement systems as the Chief Executive of the State Procurement Board handling procurement planning, procurement processes and Contract Management for both government funded and donor funded projects for a 10 year period. During the last 3 years of his tenure , Phibian led the reform and transformation of the Zimbabwe State procurement board as advisor and Consultant. He also led the Zimbabwe Defense Forces – Procurement Fund as Manager / Treasurer in charge of procurement, treasury and contract administration activities. He has been advisor to Ministries of Finance and Economic Development on Public Finance Management, Donor Accounting and Reporting, Integrated Finance Management Systems , Public Expenditure and Financial Accountability (PEFA model) & Infrastructure Finance involving Road Asset Management under OPRC model. He has specifically been advisor to Ministry of Finance and Economic Development in Rwanda, PEFA Advisor to Ethiopia World Bank Country Office, Expenditure Management and Control Expert to Ethiopia Federal Ministry of Finance and Economic Development, long term advisor to Uganda Ministry of Finance, Economic Planning and Development , Financial Advisor to Prime Minister’s Office in Uganda , Financial Advisor to Department of State for Economic Affairs and National Treasury in Gambia and Finance Manager for Infrastructure Projects in Liberia. Most recently he led the Ethiopian Civil Service Reform Assessment, where he led the evaluation of the Expenditure Management and Control Program in Ministry of Finance and Economic Development (MOFED) and regional governments(DOFED). In Uganda, he led the development of the Sector Investment Strategic Framework for Prime Ministers Office. As PFM reform advisor for Rwanda, Phibian led the first ever PEFA assessment, and introduction of the new budget laws and framework. In The Gambia, Phibian was the Financial Management advisor to National Treasury and Ministry of Finance developing GFS 2001 compliant chart of accounts & prepared a comprehensive BPR document which became the basis for IFMIS implementation.
