Professional Experience: |
I have obtained a M.Sc in civil engineering and a Ph.D in water resources engineering specialized in harnessing of small and large hydro power for rural development. D.Sc. thesis on renewable energy development was submitted in harnessing small hydro, solar, wind and bio-gas for rural development. Planning of renewable energy was carried out in Sri Lanka for more than 10 years as the Chief engineer of the Central Engineering Consultancy Bureau. Under the Finnish Consulting Group of Helsinki, Finland, I worked for one year as the renewable energy adviser in the project of formulation of National Strategy for Renewable energy development of Laos, for the Ministry of Energy and Mines. Renewable energy harnessing (small hydro, solar, wind, bio-gas, bio-fuels, biomass etc.), planning to achieve a 30 % by the year 2020 was planned and investment necessary was computed for different variations. I worked in Cambodia for ILO, for demobilization of soldiers and finding vocational training in 1992, before UN elections. I have widely traveled in Cambodia and possess rudimentary knowledge of Khmer. I have presented several research papers in international conferences on planning of renewable energy and utilization of hybrids for rural development. My working in Laos with similar conditions would be of benefit to this assignment. I have worked in Sida project in Laos dealing with application of social and environmental safeguards in the Ministry of Public Works and Transport. I worked for AECOM Asia, a consulting firm engaged in civil engineering/water resources and climate change, as expert, in a capacity enhancement and pilot project implementations Technical Assistance project funded by the ADB.
I completed an assignment as Program Facilitator engaged in project management of Education for all, in the Ministry of Education of Laos.
I am a member in several professional civil Engineering Institutions of: India, Sri Lanka, Australia, US, UK, and Russian Federation.

I followed a specialized course (six weeks) in development evaluations at the Carleton University, Ottawa, Canada, based on results based evaluations, participatory evaluation and qualitative and quantitative aspects of evaluations.
I am familiar with 10 steps for evaluations. I have more than 15 years experience in development evaluations in Myanmar, Laos, Sri Lanka and others.
My knowledge of socialist countries is relevant. I completed research on evaluation of agriculture development project for my Ph.D thesis in the Lao PDR.
I have carried out evaluations in Myanmar for the United Nations on infrastructure and agriculture development activities.
I am a member of the Int. Development Evaluation Association and presented few research papers.
In Laos, I have completed evaluation of projects for state, international and INGOs: Poverty Reduction Fund, CRWRC, CARE, and MCC.
