Mr. Miller also held positions as chief-of-party (Egypt tax reform); e-Government component leader (Jordan); team leader (Pakistan central bank); ACH program manager (Bangladesh Central Bank); component leader (MOF Bangladesh); payment systems IT advisor (to the central banks of Azerbaijan, Montenegro, Uzbekistan, Russia, Ukraine, Peru); USAID e-Governance advisor/trainer (Iraq CIO Program); and World Bank ICT expert on numerous lending operations in treasury, civil service, payment systems projects (in Azerbaijan, Russia, Kazakhstan, Uganda, Yemen). Mr. Miller is multi-lingual, has outstanding socio-cultural skills and appreciation, and maintains excellent relationships with officials in countries that he has worked in.
Mr. Miller has implemented solutions in public sector networking, portal design, interoperability standards; and e-Government projects as diverse as paying utility bills, to obtaining social security benefits using biometrics, to applying for driver’s licenses, to producing national id cards for civil service modernization in transitional economies. His strategic technology management skills are in developing human and institutional capacity in the areas of process re-engineering, enterprise architecture, systems integration, ICT governance, change management, customer relationship management, mentoring, public-private partnerships (PPP), IT procurement and bid evaluation. Mr. Miller is well versed in Microsoft Office and Internet technologies; he is professionally certified in various ICT and management disciplines. He is founder of RWM Consulting, an international consulting-services company based in Maryland-USA, specializing in ICT capacity building and e-Government solutions in developing countries.
