Professional Experience:
Klaus Kirchmann is a public policy and management expert with 18 years of work experience in decentralization, local governance, public administration reform, regulatory frameworks, organizational development, HRM, competency based capacity building and HRD, competence and performance measurement, results based program budgeting and management, financial management, community driven development, M&E, complaint handling mechanism, gender mainstreaming and women empowerment.
He has been working and leading teams in projects funded by the Government of Germany (GIZ, CIM), World Bank, EU, UNDP, SDC, CIDA, SIDA, NORAD, Netherlands Development Cooperation, IFAD, Belgian Development Cooperation, and DFID.
He has a master degree in Public Policy and Management from SOAS, University of London (international program), a master degree in Agro-Bioloty (German Diplom) and an ECQA certificate of EU project manager
