Coordinated the water planning process of Mexico.
Designed and coordinated the National and State Water Programs.
Coordinated the strategic planning process in CONAGUA.
Produced the first document of Statistics on Water in Mexico.
Coordinated the technical negotiations between Mexico and the United States that successfully ended the controversy of the Rio Grande water deliveries.

Affiliations and Achievements:
He prepared the country reports for Mexico, Guatemala and Panama for Latinosan Panama 2013 Conference, hired by the World Bank (2013).
He coordinated the participation of the Mexican Government at the 5th World Water Forum, which took place in Turkey during 2009, being Mexico one of the countries with more presence in this important international event.
He elaborated the concept of Flagship Projects related to water, which are characterized by their impact and social involvement and he coordinated the creation of the planning phase of the first projects of this type (2007-2009).
Implemented in the National Water Commission the Federal Law of Transparency and Public Access to Government Information and chaired the Information Committee of the Institution (2003 - 2005).
He created the first course on line for the employees of the institution, "Aqua", as a means of providing them with relevant information about water in Mexico and the importance of their work (2003).
He implemented the goals oriented planning method (ZOPP) in several basins of the country (1997 - 2001 and 2007 - 2009).
