My experience as the coordinator of the Decentralization and Local Governance Project ( DLG) in UNDP Angola Country Office has been to assist the Government in implementing the decentralization and local governance Program in the country, by supporting in establishing a legal and institutional framework for decentralization and its dissemination clarifying the functional and fiscal relations between the different tiers of Local Government; improving local authorities´ capacity for participatory planning, budgeting and resource management, municipal development; and in implementing fiscal decentralization thought the pilot experience of a Municipal Development Fund (MDF).
