Professional Experience:
Mr. Luberto spent three years in the U.S. Army as an Officer and was honorably discharged in August 2008. In January 2007, he deployed to Baghdad, Iraq and spent 15 months on the outskirts of Sadr City. He personally participated in "on the ground" counterinsurgency operations in order to help shape the area into a peaceful environment. From 2010-2012, Mr. Luberto helped the Joint Contingency Acquisition Support Office within the Defense Logistics Agency help stabilize Central Asia through local procurement initiatives. Through this effort he worked with a variety of U.S. agencies in order to create a soft landing in the region after U.S. forces pull out of Afghanistan. This work also allowed him to travel to the region on six occasions to assist the U.S. and local governments with their efforts. From December 2012 to July 2013, Mr. Luberto helped the U.S. Office of the Secretary of Defense experiment with a concept known as Contingency Program Management. In this role he sought to take a comprehensive approach to utilize the activities of other governmental and non-governmental organizations and make the most efficient use of limited resources. Currently Mr. Luberto works in Afghanistan as part of the Sustainment Strategic Initiatives within the Combined Security Transition Command-Afghanistan. He works with the Ministry of Defense while helping to build sustainment capabilities within the Afghan National Security Forces from the ministerial level to the tactical level. He currently holds a Top Secret clearance.
Education:
Mr. Luberto graduated from Tarleton State University in 2005 with a B.S. in Liberal Studies with an emphasis in history and military science. He graduated in 2005 with a 3.8 GPA and then entered the U.S. Army as an officer. In 2011, Mr. Luberto entered the Masters of Peace Operations Program at George Mason University where he graduated in the spring of 2013 with a GPA of 3.8. Through the program Mr. Luberto conducted research and analysis on past and current global conflict situations. Course work included theories of human behavior and social systems as they relate to conflict, peacekeeping operations from 1945 to preset, research on conceptual frameworks on peacemaking, peacebuilding, and peacekeeping, identifying a variety of mechanisms for preventing and responding to genocidal violence, studies on U.S. interagency processes as it relates to peace operations and others.
