CONTRIBUTION TO INSTITUTIONAL BUILDING - Principal Author, NaCSA’s Policy on Support to the Decentralization Process and facilitated collaboration between NaCSA and Local Governance Structures at both the Policy and Operational levels. - Co-Author, Section on Social Protection for the “Agenda for Change” - PRSP II. - Principal Designer of a model for resource allocation for the World Bank funded National Social Action Project that is now widely adapted by other programme windows. - Principal Author, NaCSA Beyond 2008: An Institutional Reform Perspective. - Author: Policy paper on NSAP staff right-sizing to improve administrative efficiency. - Presentation of concept on Structural and Functional Review of NaCSA in the context of an extended life-span and expanded mandate. - Participated in a number of discussions both locally and internationally, on continued/future donor support to NaCSA. - Operational Expense Analysis to improve programme efficiency ratio. - Developed tools for ‘Programme’ and ‘Personnel’ Performance Management. - Design model for assessing periodic institutional performance. - Participant and Resource Person at several forums on ‘Social Protection’ and ‘Social Development’ both locally and internationally.
