Professional Experience:
Concerning preparation and appraisal of new projects, I have just completed a 6-month consultancy contract with The University Research Company, Inc. for the preparation and appraisal of the Skills for Employability and Productivity Project in the Cote d’Ivoire Compact financed by the Millenium Challenge Corporation (MCC). I was recruited by the Islamic Development Bank in 2014 for the preparation of Côte d’Ivoire Construction and Equipment of the Vocational School of Agriculture, Livestock and Fisheries of Bouna, and the appraisal mission of Cameroon Basic Education in Priority Zones in 2013. In 2002 and 2003, I participated for the African Development Bank (AfDB) in the preparation and appraisal of Project Education IV of the Republic of Guinea respectively from 25 September to 31 October 2002 and from 10 February to 21 March 2003 (OCSD.2). In 1998, I was recruited as a Consultant Education Analyst by UNESCO for the AfDB to participate in the preparation mission of Project Education III of the Republic of Burundi from 21 October to 20 November 1998. I was recruited several times either directly by AfDB or indirectly by UNESCO on behalf of the AfDB to work as a desk supervisor (called Program or Project Associate, Project Assistant in other organizations) for several Education divisions of that Bank, assistance to the Division Managers in applying AfDB procedures in loan administration. Namely, monitoring OCSD.2 (2002; 2005), and (ONSD.1) (2003), OCDC.3 (1997, 1999) and OCDE.3 (1996/97). During these missions I provided assistance on procurement of goods and services and by advising Borrowers on AfDB Bank Procedures; reviewing design and follow-up of tender documents; supervising the work of consultants and contractors; providing assistance to the Loan Administration Department on disbursement related issues; ensuring that borrowers submit Quarterly Project Progress Reports and Audit Reports; preparing Project Completion Reports and drawing lessons for future Bank Group interventions and preparing and monitoring portfolio performance reports for the education and training sector. I sat in the selection jury for the recruitment of consultants and participated in a number of field supervision mission of Project Implementation Units in Senegal and Niger.
I participated in 7 missions for the preparation of Project Completion Reports both from the AfDB and ISDB from 2006 through 2014 and 2 Project Performance Evaluation Reports in Burkina Faso (1998) and Malawi (2000).
I took part in several Education research missions, namely 2 skill needs assessments in Mauritius and Angola in 2009, a field research on Ivory Coast TVET system and one Field research mission on determining basic knowledge to incorporate into the curricula of Koranic schools of the North-East of Ivory Coast in 1996 for UNICEF. I worked as a Technical Assistant to two TVET Departments in Togo in 2011 (AfDB) and The Comoros in 2013 (European Union Framework Contract).

I am holding a Doctoral degree in Education, didactics and Pedagogy that I defended in 1998. I obtained the MA in Applied Linguistics from the University of Essex, England in 1991 and a Maîtrise in Communications in 1988 from the University of Abidjan, Côte d’Ivoire. From 1981 through 1982 I attended the Teachers Training School (Ecole Normale Superior) of Abidjan to become an ESOL Teacher but I had previously obtained the BA Diploma in English at the University of Abidjan, Côte d'Ivoire in 1981.
Affiliations and Achievements:
• Headperson of the SOS Exclusion (an NGO fighting for Human Rights) from 2000 thru 2002.During this administration, I organized training seminars and workshops for the members and one sister association called Action Justice. I performed some advocacy work towards Embassies and bilateral organizations.
