Leadership/Project Management

Grants and Procurement
Development and management of a competitive grant scheme funding agricultural innovation. Use of value chain analysis and development domains to maximise impact on rural livelihoods (Papua New Guinea 2009-10). Management of grant schemes in India for water user associations (2001-2) and to support rural SMEs Mongolia (2004-6).

General and specific procurement assignments (UK/International 1975-84, Brussels 2009 and India 2003) and as part of project work in Ukraine (1994-5) and Mongolia (1999). Sustainability and Food Security
Appraisal, promotion and adaptation of sustainable production systems (UK 1991-4, Botswana 1989, Kazakhstan and Mongolia 1999). Agribusiness

Mr Peter Ross has over 25 years experience in agribusiness and rural development working in
the public and private sectors as consultant/specialist, in project management and as team leader. His education record is:

University of Reading, UK, 1986 & 1987 MSc and Diploma in Agricultural Economics
Silsoe College, UK, 1974 National Diploma in Agricultural Engineering,
Portsmouth Polytechnic, UK, 1973 Higher National Diploma in Mechanical Engineering,

Following a national diploma in Mechanical Engineering and in order to follow an interest in overseas work, he completed a post-graduate course at Silsoe College (now Cranfield University) in Agricultural Engineering with a specialisation in Tropical Agricultural Mechanisation. This led to his first job as agricultural and transport engineer with an agribusiness company focused on sugar and overseas countries.

He later completed an MSc in agricultural economics which gave him the theoretical framework and tools to pursue his interests in the economic and financial aspects of farming systems, technology transfer and farm management. Following assignments in project design and appraisal, farm management and as feasibility study economist, Mr Ross joined the Ministry of Agriculture, Fisheries and Food in the UK as consultant in their agricultural extension service (ADAS) during its transition from public to a commercial consultancy organisation.

He returned to independent consulting in 1994, working in FSU countries, Africa and Asia as specialist, project manager and team leader. The direction of his work also changed with increasing emphasis on market-led interventions and in seeking wider partnerships for achieving real impact on poverty and improving livelihoods. Also, the importance of improving the market environment to enable rural economies to act as motors of development, the need for increased producer organisation and the promotion of diversification and successful rural enterprises.

Mr Ross’s interest has always been in the transfer of knowledge and innovation generation, transfer and its adoption. He places high value on the personal learning opportunities of assignments and believes capacity building is part of the TOR for every assignment. He enjoys leading, motivating and mentoring staff.

He speaks English as his native tongue and also has abilities in Spanish, French, Russian and Bengali.
